The Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) is a free trade agreement signed between the Mainland and Hong Kong in 2003 and has come into operation since 1 January 2004. Through the effort of all stakeholders over the years. Adopting a building block approach, the free trade agreement has gradually expanded its scope by subsequent supplemental agreements, achieving liberalisation in market access for different service sectors in both jurisdictions.

CEPA covers a wide range of legal services matters, including mode of operation of law firms (such as non-partnership association, association in the form of partnership and representative offices in the Mainland), the geographical restriction, scope of practice, and capital requirement. In terms of law-practicing individuals, requirements and restrictions regarding practicing in the Mainland (and Greater Bay Area), internship, being employed by Mainland law firms, and the scope of practice are covered.
